A young guy who has no power in the world except the power to annoy. So he (and his mates) dress and walk like wannabe gangstas, and do things like cross the road super-slow in front of your car forcing you to slow right down, because they know you aren't going to run them over. As they walk by they look at you sullenly. Punkasses need to get the beatdown as soon as possible so they become plain punks.
